CDP Launches AI-powered Adaptation & Action Explorer to Help Subnational Governments Turn Climate Risk Into Action

  • New platform connects climate hazard data, government disclosures and AI insights to support smarter, investment-ready resilience planning

[London, 8 June, 2026]: CDP - the global non-profit that runs the world’s largest independent environmental disclosure system - today announced the launch of the CDP Adaptation & Action Explorer, an AI-powered platform designed to help cities, states and regions better understand climate risk, prioritize adaptation actions, and unlock finance.

Developed with support from Google.org through its Fellowship program, the CDP Adaptation & Action Explorer brings together climate hazard data and local government disclosures powered by artificial intelligence in a single, accessible tool. Built on CDP data from more than 1,000 subnational governments across over 80 countries representing 16% of the global population, the platform provides decision-makers with actionable, investment-relevant insights.

Cities, states and regions are increasingly exposed to climate hazards, with flooding, extreme heat, drought, and wildfires among the most widely reported. Over 94% of disclosing governments reported being impacted by climate hazards in 2025. With over 55% of the world’s population already living in urban areas and according to UN projected to rise to nearly 70% by 2050 - the resilience of subnational governments is becoming ever more critical.

However, climate risk and resilience data has remained fragmented, highly technical, and difficult to interpret without specialist expertise. At the same time, subnational governments have lacked consistent ways to communicate their priorities, needs and investment opportunities to funders and partners - limiting collaboration and slowing adaptation efforts.

The CDP Adaptation & Action Explorer addresses this gap by integrating CDP disclosures with high-quality climate hazard data from Google Earth Engine and AI-driven analysis running on Google Cloud. The platform enables users to move from understanding risk to identifying and enabling action. Through the CDP Adaptation & Action Explorer, users can:

  • Assess climate risk by location: Explore reported climate hazards, at-risk sectors and populations, and barriers to adaptation across cities, states and regions. The platform also integrates map-based hazard data from Google Earth Engine, covering eight major climate hazards, to show where risks are most acute.

  • Understand adaptation plans and pipelines: Examine the goals governments have set, the actions already underway, and climate-related projects identified for implementation and financing.

  • Identify solutions and peer best practice: Discover adaptation measures disclosed by governments facing similar risks, helping to inform decision-making and unlock opportunities for collaboration, finance and partnerships.

  • Go deeper with AI-powered insights: Use an integrated AI assistant to query complex datasets, uncover location-specific insights, and support evidence-based planning and prioritization.

By integrating CDP’s Cities and States & Regions disclosures with high-quality climate and nature hazard data and AI-driven analysis, the CDP Adaptation & Action Explorer provides tailored, actionable intelligence to support resilience planning. It will support governments in prioritizing interventions, strengthening the case for investment, and engaging more effectively with funders and partners.

This launch builds on the Google.org Fellowship announced previously. The six-month project brought together a dedicated team of Google's AI specialists, UX designers, and software engineers to support CDP on a pro-bono basis with the goal to integrate Google's cutting-edge AI and Cloud technology with CDP's unparalleled environmental dataset to build this new open-source platform.

The CDP Adaptation & Action Explorer brings this pipeline into focus – making it easier to surface investable projects, understand what peer governments are doing, identify funding needs, and connect opportunities with partners required to deliver them. This is about turning ambition into funded, on-the-ground-action.
