Towards Climate Resilient Cities

Japan's city case studies on climate resilience.

April 15, 2025, Tokyo: Japanese municipalities are advancing climate action through robust plans and innovative local strategies, according to a new report by CDP - the world’s only independent environmental disclosure platform.

  • The report highlights: Heavy precipitation and extreme heat are the most significant climate hazards reported by Japanese municipalities, with over 80% expecting these hazards to increase in intensity and frequency.

  • 42% of municipalities have undertaken Climate Risk and Vulnerability Assessments, while 30% have community-wide adaptation goals in place.

  • 62% of municipalities maintain community-wide emission inventories, and 47% have established community-wide mitigation goals.

The report also highlights innovative local initiatives from nine municipalities: Himeji City, City of Iida, Imabari City, Kaisei Town, Kamakura City, City of Kitakyushu, Odawara City, Saitama City, and Toyama City.

“As the climate crisis continues to threaten our way of life, local governments and diverse stakeholders must come together to drive economic, social, and environmental sustainability. CDP, as the world’s only independent, global environmental disclosure platform, empowers informed decision-making by investors, businesses, and policymakers alike.” Hanah Paik, CDP Global Director, Cities, States and Regions, said.

“It is inspiring to see Japanese municipalities taking bold, effective climate action and advancing environmental transparency in alignment with international standards. Their leadership is vital to realizing Japan’s 2050 Zero Carbon City initiative.

Through CDP, we hope even more Japanese local governments and businesses will step forward, set science-based targets, and champion climate action—paving the way for an Earth-positive future for generations to come.”

Ms. Yuriko Koike, Governor of Tokyo, commented: With every moment, the climate crisis continues to worsen, and decarbonization has become an urgent necessity. At the forefront of this challenge are cities and the actions we take today are extremely important.

The work of CDP which supports cities in setting ambitious goals and taking real action play a significant role. Tokyo is proud to have been selected for the CDP Cities A List award for three years in a row since 2021. With over 1,100 municipalities worldwide participating, CDP is a globally influential environmental platform. Maintaining this top rating is a testament to the collective efforts of Tokyo’s businesses and residents working together to fight climate change.

Now, more than ever, our actions matter. The actions we take today will shape the future of Japan, and indeed, the future of our planet. Tokyo is ready to demonstrate leadership through advanced initiatives. Together, let us build a sustainable future.
