An AI-powered public purpose platform, the Explorer tool helps cities, states and regions understand physical climate and nature risks, link these to current actions, and identify effective adaptation pathways.

Cities, states, and regions are increasingly exposed to climate hazards such as flooding, heat, drought, and wildfires.

Existing climate hazard and resilience data is often **fragmented across platforms, highly technical, and difficult to interpret without specialist expertise**. At the same time, there is no standardized way for local governments to signal their readiness, needs, and opportunities to funders and partners – limiting collaboration and investment in their adaptation and resilience.

In collaboration with Google.org – through the Google.org Fellowship – **CDP has developed the Adaptation and Action Explorer to address this challenge.**

The Explorer integrates adaptation data reported by governments through CDP's annual Cities and States & Regions  questionnaires, hazard data from Google Earth Engine, and (artificial intelligence) AI **to provide tailored, actionable intelligence for resilience planning.**

The platform goes beyond diagnostics, helping governments to **prioritize actions, justify budgets, and communicate readiness to funders**.

## What the Explorer offers

Using data from more than 1,000 subnational governments across the globe on risk and vulnerability assessments, adaptation actions, and climate projects seeking finance, **the platform integrates CDP’s city, state and regional disclosures with high quality climate and nature hazard data to provide a unified view of risk, public action, and readiness**. 

The Explorer enables users to move beyond exposure, to understand whether risks are being addressed and what this means for planning, funding, and partnerships. Its AI – grounded in CDP and approved datasets – helps users navigate complex information without offering prescriptive recommendations. ### My jurisdiction does not have data in the Explorer. Why is that?

Most data in the Explorer comes from governments’ public responses to CDP’s Cities and States & Regions questionnaires. If you don't see data for your jurisdiction, either the jurisdiction has not disclosed through CDP in 2025 or has not disclosed publicly. [Learn more about disclosing](https://www.cdp.net/en/disclose/).

### How often will the Explorer be updated? For example, what should I do if my jurisdiction’s data is incorrect?

Data is disclosed by cities, states and regions through CDP on an annual disclosure cycle. This data will be updated in the Explorer tool after each cycle ends.

### How can different audiences use the tool?

Local and regional governments can use the Explorer** **to strengthen resilience-planning**,** prioritize actions, justify budgets, and communicate readiness to funders, investors, and constituents.

Economic development authorities, businesses, public and private funders, non-governmental organizations, journalists and researchers can also use the tool to better understand government action and identify opportunities for collaboration.

### How does CDP ensure that the AI chat provides reliable answers?

The AI chat in the Explorer is designed to draw exclusively from verified datasets and content already contained within the Explorer — CDP disclosure data, hazard layers, and curated explanatory text. It does **not** access external sources, make assumptions, or generate information beyond what is available in the tool, reducing the risk of incorrect or speculative answers.

In practice, this means the AI is simply helping users navigate, interpret, and connect the data that CDP has validated and published.

CDP continuously monitors performance and user interactions to identify areas where answers can be refined or clarified, and to ensure the feature remains accurate, transparent, and aligned with CDP’s data quality standards.
